I decided to allow him to resign.

I am addressing you in a separate
Despatch, which is also a reply to your Confidential Des❤
-patch of the 13th. April, with regard to the appointment
of a successor.
I consider that Dr. J. Bell was
greatly to blame in allowing Dr. Laing to perform a serious
operation involving life when in a state of intoxication
and I have caused to be addressed to him a letter of which
a copy is enclosed. I have also instructed the Principal
Civil Medical Officer to inform Sister Allaway that she
was guilty of a grave error in judgment in not sending for
Dr. Bell when she realised Dr. Laing's condition.
